Presenting information to LAFCO for consideration at the March 18 incorporation approval meeting

LAFCO welcomes public input in any form - letters, e-mails, fax and/or public comment during the LAFCO hearing.
Communications and correspondence can be sent to the following:

Written communications received prior to September 9 will be mailed to the Commissioners with the LAFCO agenda packet, will be posted on the LAFCO website, and may be addressed in the LAFCO staff report. Written communications received after agenda distribution will be copied and made available to the Commissioners and the public at the LAFCO hearing on September 18.
Public Comment at the LAFCO Hearing
Protocol - Speakers wishing to speak at the LAFCO hearing must complete a Speaker's Card at the hearing. Speaker's Cards and a Speaker's Card box/depository will be available at the LAFCO hearing. When called, speaker should approach the podium, state name and address for the record, and speak clearly into the microphone. LAFCO meetings are recorded.
Public comments are limited to three minutes. This is to allow everyone who wishes to speak an opportunity.
Some Suggestions - In any effort to allow adequate time for public comment and Commissioner deliberation, LAFCO encourages speakers to avoid repeating comments that were previously stated. Also, if with a group, such as a homeowners or other association, LAFCO encourages groups to appoint a representative to speak on behalf of the group. Again, LAFCO wants to assure that everyone who wishes to speak has a turn.
LAFCO requests that written communications be provided in advance of the LAFCO hearing to allow LAFCO staff time to make copies for the Commissioners and the public. However, if written communications are presented at the LAFCO hearing, a copy should be given to the LAFCO Clerk for the record. Also, LAFCO encourages those who wish to read their written letters to summarize.

Just checking to see if you are paying attention (Smile):
The LAFCO meeting is September 18, Creekside Church, Danville Blvd and La Serena. Come at 4PM to review the various position statements to be circulated by various groups. Incorporation proponents, incorporation opponents, expanded boundary advocates, more defined government advocates, and Walnut Creek annexation advocates will be on-hand with documentation for your consideration.

Like HAL, we were waiting for Aljamo Ron, Informed Resident, Lucy and others to provide commentary during the "quiet period" prescribed by regional politics for incorporation proponents. A "quiet period it is" exclaimed the many neighbors no longer interested in incorporation but entertained by incorporation commentary.
Let us be sure to note that the reprint of LAFCO guidance is sincere and all commentary prior to the September 18 meeting is invited and recommended. Be assured that the decision on incorporation approval has already been made and any submission of information to LAFCO is simply documentation of position without purpose.

Please read Mr. Chris Kenber's article in the Alamo Today, www.alamotoday.com. Chris has been generous in leading AIM's efforts to provide information to our region and has focused a summary on why incorporation makes sense for our region starting with the AIM boundaries. Chris did not define the government proposed so a question remains for voters to determine what they are voting for, but the article creates the issues for discussion that should occur as we all move toward LAFCO's approval planned for September 18.
I am quite sure that Chris, in one-to-one conversations or group discussion, would discuss definition of our government. More importantly, we all have until September 9 to submit formal positions to Ms. Lou Ann Texeira, LAFCO Executive, for inclusion in LAFCO commissioners' discussion on September 18. Appropriately, your submssions to firstname.lastname@example.org should be copied to email@example.com so Chris and other AIM committee members can plan their presentations at the September 18 meeting.
