I will not be able to attend the meeting, but I believe it would be helpful if the Buckhorn Reservoir situation was brought.

I believe, we need to revive the plans to build Buckhorn Reservoir to meet our growing need for water. California has not built any significant water storage areas since the 60’s and it is long over due to increase our supply capacity. Now is the time to pull the Buckhorn Reservoir plans off the shelf at the East Bay Municipal Utility District.

Buckhorn would have been larger than all other reservoirs combined. It would have had a greater capacity than Lake Chabot, Briones, San Pablo Reservoir, Lafayette Reservoir and Upper San Leandro Reservoir combined.

Buckhorn would have also put a large amount of water here in the local area, minimizing the impact of an accident or natural disaster affecting the aqueducts which now pipe our water in from the Sierra foothills.

E.B.M.U.D. was ready to start breaking ground. The engineering studies, the survey work and the general construction plans had all been completed.

But then, a new round of elections took place and the new board of directors, an anti-growth, pro-environmental board took over and shelved the plan. That was around twenty years ago and those board members are now gone. Yet Buckhorn has still not been revitalized.

In addition to creating a large reservoir of drinking water in the East Bay. It was also E.B.M.U.D.’s plan to open up Upper San Leandro Reservoir to the public for recreation now that a new larger reservoir had taken over as main water storage area.

Such a large lake, would be a lasting legacy, a great benefit to the community, and a much needed supply of water in times of drought. It would help minimize the natural risk of a large disaster to our aqueduct piped in water supply, and it would open up Upper San Leandro Lake for public recreation.
