Pedestrian seriously injured by fallen traffic light

A 23-year-old man was struck by a fallen traffic light in San Ramon on Feb. 11. The victim was waiting to cross the street when the traffic light hit him on the head.

How exactly is the driver in "critical" condition. I thought the victim was walking???
