The GENERAL PUBLIC is WHO. So the hassle of freeway construction for years and the cost of construction forever on, will be on the backs of people for which the exit lanes do not serve.
How do we take this vote out of the hands of individuals (Cal Trans, SR Council, etc) who do not represent us and don't care about OUR interests, as non-HOV people.
This thing is going to be pushed through. It is a process that has no mechanism for being stopped by the GENERAL PUBLIC.

The estimation that there will be 400-500 each hour of new HOV users of these exits is BS!
