Over fifty years ago, the Alamo Improvement Association (“AIA”) was formed to serve as a community planning voice in government actions that impact our region. That requirement is greater today. We have more governments, more regional multi-governments committees, larger districts and more corporate influence focused on planning in 94507 and our region. More importantly, we have more focus on Alamo and our region NOW as 1) a taxable asset to be developed, 2) a transportation corridor for major flows of commute traffic, and 3) a predominant revenue source for Contra Costa County.
The AIA is our community of neighborhoods only independent opportunity for voice with governments and districts without agenda and communications control by county supervisors and departments. In its charter is the ability to expand regional focus and develop significant committees for seeking governments’ compliance with the will and interests of our community of neighborhoods. As the AIA has grown in operational charter in the past, the AIA can be grown to meet community challenges from governments in our immediate future.
Our region needs immediate protection from the expansion of district 3 staffing into our community in the form of a Contra Costa County Municipal Advisory Council (“Alamo MAC”) Seven district 3 volunteer staff members will attempt to assume advisory voice for our community of neighborhoods based on district 3 policies, programs, planning and projects. Under CCC-MAC policies, a MAC is not a MAC by intent and content of State legislative statutes governing counties’ formation and operations of MACs. CCC-MACs are community advisory committees providing outbound delivery of a supervisor’s policies and planning into a community or region without detailed participation or oversight by community or regional residents.
Our region needs immediate protection from the loss of the San Ramon Valley Regional Planning Commission (“SRVRPC”) and transfer of such planning to Contra Costa County Planning Commission as a political extension of Contra Costa County Department of Conservation and Development. Unlike, SRVRPC, Contra Costa County Planning Commission is a political organization and not an expert planning group. CCC Planning Commission exists as a gatekeeper for county planning of development throughout the county and has little function in representing the will and interests of communities and regions impacted by such planning.
At this critical moment in the history of Alamo and its region, neighborhoods need to re-establish protections in an independent community planning association to offset the wholesale abolishment of such protections by county supervisors. As proposed by neighborhoods’ committees, neighborhoods should be a committee within the AIA to bring the majority of Alamo and region residents into public support of the AIA’s independent planning actions. As proposed by neighborhoods’ resident counsel(s), a regional counsel committee should be formed within the AIA to conduct the formality of planning via presentation, regulatory, legislative and legal actions. As proposed today by neighborhoods’ committees, the AIA planning committee should be amplified with counsel and analysts to allow direct, formal compliance actions with the Alamo MAC and Contra Costa County Planning Commission.
