"Only members of the military and Scouts are legally allowed to retire American flags."

This is absolutely not true and an urban legend. While Boy Scouts Councils, VFW posts, and American Legion groups in particular are very willing to retire flags appropriately, anyone can do so.

The only thing that the U.S. Flag Code says on the subject is: "The flag, when it is in such condition that it is no longer a fitting emblem for display, should be destroyed in a dignified way, preferably by burning"
