Contributions to LAFCo Incorporation Studies

Please review this kind response from Ms. Lou Ann Texeira, Contra Costa LAFCo Executive Officer,ltexe@lafco.cccounty.us:

"Just for clarification, donations to fund the fiscal analysis (CFA) and environmental review (CEQA) are exempt from the disclosure requirements.

Hope this is useful."

In addition, please review this commentary by Kathy Bell, Iron Horse neighbors, concerning donations to support Alamo Community Foundation funding of such studies. REF: www.alamocommunity.org

"There are many reasons to want LAFCo studies completed and paid for.

The opposition to incorporation should want the studies as reference to costs of being a city versus remaining a county unincorporated area. Supporters of a defined incorporation proposal should want the studies as basis for efforts to define the AIM incorporation proposal or to file their own conflicting incorporation proposal. Such studies provide basis for all options proposed for local voice by our region's neighbors and not just AIM's incorporation proposal.

We are asking neighbors throughout our region to donate before August 1st so sufficient funding is available to pay all study costs."

Dear neighbors,

I can find no value to supporting any portion of the current incorporation process in progress between AIM and LAFCO. City governments by nature simply bring politics to the local level and create greater issues for neighbors and neighborhoods. Any form of city government that would have significant citizen oversight will not be supported or approved by LAFCO.

We have seen nothing that changes why Alamo neighborhoods decided not to pursue incorporation as a result of their studies in 2004 to 2006. To be fair, when and if a defined incorporation proposal presents a local government that describes significant citizen oversight we can revisit the issue of studies and their costs.

Dear neighbors,

When each of 2,197 neighbors signed the AIM petition, we committed to petitioning feasibility studies to determine IF our region should become a city. We did not commit to application for incorporation or ask for the opportunity to vote on incorporation.

With that petition for feasibility studies comes the costs of consulting firms to conduct the studies. You are being asked to donate ONLY to the costs of studies and not to any effort to incorporate a town of Alamo as described in the AIM LAFCo application.

Alamo Community Foundation operates separately from AIM and is only a fund raising effort for payment of the studies.

Please make your determination of donations based on that information.
