Say you're on I-680 running a little late for work, so you slip into the HOV lane, pay a toll and cruise ahead of the backed up traffic. Would you do it? How much would you pay? This scenario may be what the future holds for many Bay Area highways.

Somehow the concept of paying a "fee" to use a FREEway that I have paid for with my taxes doesn't seem quite right!

@ Duffy- then get involved in the federal surface transportation reauthorization bill process- California is, and had been for many years, been a donor state when it comes to transportation funding, which means it receives less from the federal government than what it gives in taxes. You may have paid your taxes, but some of that is going to transportation projects in other states. A nice resource: Web Link.

Also, here is an excerpt that analyzes the extent to which driving is "free" as you mentioned and perhaps, overly subsidized: Web Link
