The Exchange Club of San Ramon Valley will be conducting the second session in its annual College Essay Scholarship Contest with the topic "Federal and State Mandates¨CDiscuss whether mandates by the government are an authorization to act or a command to be obeyed." A college scholarship for $1500 will be awarded to the first place winner, $1,000 for second place, and $500 for third place. The speakers series will be held from 6:30-8 p.m., at the San Ramon Library, 100 Montgomery St. San Ramon Valley Fire Protection District Chief Richard Price will speak on Monday, March 28; 15th District Assemblywoman Joan Buchanan on Thursday, April 14.
