May we have that please? We pay his salary...and don't be coy and say "look it up" just post it here please...in black and white. Moreover, once again, what percentage of our Danville Police salary expense is overtime? Seems like two very simple questions in an era of new transparency. If Joe indeed does make $310,000 and given the high percentage of our overall town budget is for "police services" what portion is for "overtime" for goodness sake? Why not let us know?

Rick: Thanks for the information. I agree with you. I think for a town as small as Danville, with very little of the type of problems you would have to encounter in other similiar size type cities in the East Bay, the salary and expenses for the Town Manager and his Assistant is too high. Public sector employees, not withstanding the last 2-3 years, traditionally received less compensation than similiar private sector employees, as they worked less hours(state holidays most private employees do not get)and had more job security and less stress in bringing in business and staying afloat. However, in the last few years, things have really gotten out of hand, with public sector employees getting much more money, pensions(that no private employee has)and benefits than private sector employees. This is nothing personal about our town manager and his assistant, and I am sure they do a good job. However, it is time to renegotiate their salary and benefits, as in this economy, if private sector employers are cutting back, so must public sector employers, before we face the economic disasters that Contra Costa County, Vallejo, and other cities are facing due to run away costs and expenses, with shrinking incoming revenue. I would like to hear from our town Council members on this, where do they stand?

Thank you Rick....American, I am in full agreement with you. I was previously excised over Moniz's incredible salary package because I knew regional comparisons are made in determining salary levels, i.e. his shocking rip off would inflate all other regional salaries in his similar position. I am also hoping to get a handle on the "overtime" expense we paid in the last fiscal year to the Danville Police Department. This should not be a controversial or difficult question to answer. Final note to Joe, sorry for misspelling your last name!

Here’s the information you requested.
I spoke with Chief Simpkins on your overtime question. He explained to me that use of overtime is heavily dependent on Mandated Training Days/Sick Days/Vacation Backfill. There will also be times when an officer is working a case or investigation and has to work past his scheduled shift end. As such the overtime will ebb and flow depending on the season and the month. Overtime is only paid when necessary to maintain our minimum staffing requirements; for example, a traffic unit may be reassigned to cover a vacancy in patrol before overtime is paid. In addition, overtime is not compensable towards retirement.
2010/11 Police Budget - $7,839,965
2010/11 Police Personnel Cost- $6,308,184
Overtime Budget (included in Personnel Cost) $ 346,753

A point of clarification regarding the Town Manager/Assistant Town Manager arrangement:
Assistant Town Manager Marcia Somers functions as the Department Head for the Maintenance Services Department and the Recreation Services Department. These are two separate and distinct departments. Rather than employing two separate department heads who are dedicated to overseeing each of these two separate departments, the Town has one person who does both jobs – thereby saving the Town one department head position and the fully loaded cost that comes with it. Comparisons with other jurisdictions should consider the number of department heads and their specific job duties as opposed to simple job titles.
Hope this helps clear things up. The Town of Danville works very hard to provide the highest level of service while holding the line on costs and expenditures to our residents.

After a cursory review, all I can say is "oh my"....Houston...we have a problem..ranges only, no specifics once again and Joe and Mike Doyle renewed the deal in August 2010 as the Herb Moniz rip off hit the Califonia media. Names and salaries please. Remember the Bay Area News Group (our local paper) had to sue to get this public and San Ramon municipal government resisted until they were forced to reveal the specifics. Did Mike just rubber stamp this? How did this differ from the previous agreement? I am not maligning our fine Town employees but it seems out Town Council will need to step up and make a financial review of SPECIFIC salary disclosure beyond Joe a priority. Karen Stepper and the rest take the lead please, I have heard she is a CPA....we like you at the ribbon cuttings, veteran events and I know Mr. Arnerich has future political aspirations so now is the time to lead transparency and fiscal reality. I am sure we have other citizens further trained than than I as a CFO type of review and I would welcome their input. Not a witch hunt...let me be clear, but let's get it out for the good of all. Based on what I saw I am telling my kids to get into municipal employment..since most current staff can retire early and MANY positions will soon need to be filled. Just my humble opinion as a taxpayer here for 25 years. Again, don't practice obsfuctation...just get all of it out there...and Joe...hope you enjoy the car allowance of $450.00 per mo.

@JRM - try actually reading the whole page before bashing the Town yet again for obfuscation (correct spelling). I followed the weblink and looked at the salary data. It wasn't that complicated.There was one link for ranges and another for salaries. I guess the onus (correct spelling) is on you to do your research.
I have enjoyed the Town's dialogue and the fact that they can continue to be civil in the face of your tactics is mind-boggling. Thank you Mr Calabrigo and the Town of Danville.
I've lived here a long time and I think we have a pretty well run Town. So for you to continue to bash has gone beyond honest questions and more into axe grinding. Get over yourself.
Have you even tried contacting them to get your answers? No, that would be too easy and you'd actually have to come out from behind the keyboard and be recognized. And yet you call for transparency. What a joke.

Come Into The Light: There must be a full moon, as I can not believe I am actually defending JRM on this, but I think he does make some very good points. The most important issue is run away public sector compensation and benefits, and the long term adverse affect on the town. Nobody said anything for years when Contra Costa County was giving away run away benefits and pensions to employees, or in Vallejo, and now both entitites are on the verge of bankruptcy. It is absolutely wrong for a town manager in a small town, with few problems, like Danville, to pay that kind of money and benefits for a town manager, and an assistant. Again, nothing personal about our Town Manager and his Assistant, and I am sure they do a good job. But no matter how good of a job they do, the type of income and benefits they are receiving is way out of line, compared to what similar private sector employees receive, in this recession. "Come into the Light", you do make a valid point that the town of Danville and Mr.Gillette should be praised for being civil and responsive to JRM's request for information. Civility and critical thinking analysis can exist together.

Spot on American, this is not about the people who work for us individually, this is about long term trends, financial solvency and an overall lack of municipal accountability for visible goals and objectives. There is an innate problem when Joe reports to a Mayor who turns over every 2 years and generally relies on Joe to keep running things and maintain status quo. Hellooo? This would not happen in the private sector given the amount of money these folks make. Our Mayor needs to publish the goals and objectives Joe and his team are pursuing each quarter and advise us of their results just like we all do in our own jobs, especially if Joe and Ms Somers are making more than 98 out of 100 Americans in the private sector. I don't have an axe to grind, I'm just asking for a logical level of visibility to goals being set and accomplished. Less ribbon cutting, more reporting. Remember, Abram Wilson lost for the most part because he was rubber stamping all that Moniz did...a word to the wise for our upwardly mobile politically minded council members. Again, this is not about these fine town employees as individuals, this is about running a VERY big business, and I'm sure most of you get it, even if "Come Into the Light " does not.
