If such is the intentions of the supervisors, your readers might wish to ask "What PUBLIC is the CCC Public Protection Committee protecting?" It seems that the intention is only to protect the power of the supervisors to make unilateral decisions without consideration of the will and interests of communities and neighborhoods.
