The feeling in the air was "rah-rah sis-boom-bah!" for enthusiastic supporters of Alamo's cityhood last week, as the Alamo Incorporation Movement kicked off its petition launch.

This is another people and event story without explanation of commentary or claims by incorporation supporters. The question remains, How can we expect to manage the future of Alamo through the election of an autonomous town council that has no obligation to fulfill the promises of the AIM committee or the advisory of our community of neighborhoods?

Dear Ms. O'Neill,
I appreciated your good humor in depicting the current incorporation campaign as something quite High School in nature and quite emotional in the angry support displayed by the incorportion committee. We, in Alamo, have grown accustom to such anger when our self-appointed community leadership demands their way in our community.

The State Office of Planning & Research has prepared two useful and practical documents - A Guide to the LAFCO Process for Incorporations and Appendices - which resulted from legislation signed in 2000. These documents summarize the legal requirements of incorporation, provide basic information and practical advice, and contain sources of help, sample forms and notices. The guidelines are available online at www.opr.ca.gov. I would encourage those interested in the incorporation process to view the guidelines.

Another resource for understanding the specification of government structure and operations as part of incorporation is included in resources available at www.cacities.org. When incorporating a general law city as proposed for Alamo, the community can specify an obligation for the city council to establish citizens' commissions and committees for planning and services in the application for incorporation.
The Municipal Law Handbook provided on this site, and related charts, clearly define Alamo community opportunities to specify citizens' participation beyond the autonomous city council currently proposed.
